All data used in this analysis is publicly available. The time series of cumulative confirmed COVID-19 cases was downloaded from https://data.humdata.org/dataset/novel-coronavirus-2019-ncov-cases, the government response dataset (CoronaNet) was downloaded from https://github.com/saudiwin/corona_tscs, and the Word Banks development indicators were downloaded via the R package wbstats.31 The datasets generated during and/or analysed during the current study are available from the corresponding author on reasonable request.
